What was the Basis of Rodney Kings civil suit?

I understand that the cops beat the crap out of him but I'm asking what the technical legal definition of why the LA police were in the wrong. Was it a violation of his civil rights and if so which ammendment ? If it was a violation of his civil rights is 3.8 million the standard?
